The participation’s engineering usually occurs at the beginning of a participatory process. It consists in building the participation plan which allows identifying participants, defining their roles in the different decision’s steps to come, listing the participatory actions to implement, and discussing related participatory methods. All this in a total transparency with all the stakeholders. This step aims to determine the manner in which participation shall be implemented, with who, when, and how ?

The PrePar tool, developed by IRSTEA researchers from UMR G-EAU, fulfils the objective of discussing the stakeholders’ roles and rights in the decision making process. Here are detailed the principal steps of PrePar.
