When the different steps of the process are identified and validated, it is important to agree on the level or intensity of participation we wish to implement. As a matter of fact, different participatory methods going from consultation to co-decision can be mobilized for each specific step. Consultation is the process by which the decision-makers ask its opinion to the population to know its expectations and needs, on every stage of a project. However, the population does not have any certitude that its claims or contributions are taken into account in the final decision. In contrast to what happens in the co-decision procedures which consist in taking a decision together.

To characterize different level in participation, to discuss roles and rights of the different actors in the decision making, we are going to use IRSTEA stepsheets. These sheets are available in the state of knowledge realized for the French Water Agency Rhône Méditerranée Corse, following this link (only available in french).
