The first phase consists in identifying the M&E objectives.
These objectives may be of different kinds, for instance :
- Knowing when your participatory process’ objectives are fulfilled
- Knowing is on its way to reach its objectives
- Evaluating specific impacts of the participatory process (e.g. changings of behaviors concerning the river, learnings, confidence building between the participants etc.)
- Valorizing the achievements (successes) of the participatory process’ system
- Justifying the costs
- Assuring the responsibility and the transparency of water resources management
- Building confidence and legitimacy between the participants
- Etc.
LOOK OUT ! M&E objectives are not the same than the participatory process’ objectives. For instance, a participatory process objective can be the production of a collective water management plan whereas the aim of M&E can be evaluating how this collective plan’s production will change the behaviors of the different involved actors.
To note : several M&E objectives may be carried by different actors. It is important that they be clarified, shared and discussed. For instance, the backer (sponsor) can be interested in monitoring the system (apparatus) efficiency, a Mayor in the social satisfaction produced by the system, an inhabitant by the changes induced in his/her everyday life etc.
In this exercise, we’ll only have one objective.
